The French government had until December 31, 2022, to make up for its climate inaction between 2015 and 2018 after being convicted in the Affaire du Siècle trial in October 2021. The four NGOs that took it to court will seek a financial penalty.
For the four organizations of the Affaire du Siècle (Greenpeace France, Oxfam, Notre affaire à tous and the Fondation pour la nature et l’homme), the French State has failed to repair the climate inaction for which it was convicted in October 2021. In a landmark ruling, the Paris Administrative Court ordered the state to compensate for excess greenhouse gas emissions committed between 2015 and 2018 compared to its climate targets. The state had until December 31, 2022, to prove that it had taken the necessary measures to repair its inaction.
On December 20, the associations behind the procedure sent a letter to the government asking it to detail what has been implemented to repair the State's shortcomings. Believing that these measures are insufficient on the basis of several reports of the Haut conseil pour le climat and of the Observatoire énergie-climat, they announced that they would again refer to the courts to claim financial penalties.
Over the first nine months of 2022, greenhouse gas emissions have decreased by 0.3% compared to the same period in 2021, according to the barometer of Citepa, the organization responsible for the annual monitoring of emissions. In its annual report, the Haut conseil pour le climat estimated that emissions would need to be reduced by 4.7% each year until 2030 to meet France's climate goals by that time.
In 2021 and 2022, the Conseil d'Etat (the highest administrative court) has already sentenced the state to three penalty payments of ten million euros per half-year of delay for its failure to comply with air pollution thresholds.

@gorffly_mokua the 4 NGOs already won last time. Now they are taking the State back to court to make them pay financial penalties for their inaction (the State will have to pay until they manage to be in line with their pledges and the emission reduction that is needed)

I think the court ought to set a precedent by fining them a substantial amount to show other countries what happens when you ignore set goals and refuse to act in regards to climate change.
