I don’t fully agree with this. I believe Mrs Yellen should focus instead on the enormous fossil fuel sudsidies that the US (and the rest of the world) hands out to the oil, coal and gas companies. Those subsidies has twisted the market for decades, to the benefit of dirty, planet-heating energy. This the main reason why the US is falling behind in the clean energy race.
