During the weekend Portugal shut down Pego, its last coal-fired power plant in Abrantes, 9 years ahead of the 2030 target. The power plant was responsible for 4% of Portugal's carbon emissions. By doing so, Portugal fulfilled a pledge it made along with 18 other nations in 2017 during COP23 to phase out coal power plants. It's the 4th country in Europe after Belgium, Austria and Sweden to go coal-free. Portugal generates as much as 70% of its electricity from renewable sources but remains heavily dependent on imported fossil fuels to meet all of its energy needs. One of the questions is what fuel will replace coal at Pego and environmentalists are worried that the facility will be converted to burn biomass and hope that more investment will be put into renewable energies. https://www.commondreams.org/news/2021/11/22/momentous-day-portugal-becomes-europes-4th-country-quit-coal

For the moment Portugal has a great area of Eucalyptus forest. Eucalyptus is not native, and is particularly dangerous in forest fires. There should be a plan to reduce Eucalyptus cultivation in favour of native trees that can support biodiversity. So the issue is complex, but there might be a way to increase the sustainability of Portuguese forests while allowing some use of Eucalyptus biomass in the interim. While laws have been passed to reduce Eucalyptus cultivation, progress is not obvious as enforcement seems to be lax.
