Survival Redesign: Algorithmically Managed Economic OS Beyond Limits to Growth

1. Beyond the Diagnostic Phase of "The Limits to Growth"

For over half a century since The Limits to Growth, the Club of Rome has accurately diagnosed the physical limits of our planet. Yet, global governance remains paralyzed, and the current economic paradigm continues to hallucinate infinite growth. We no longer have the time for mere diagnosis or commentary on our despair. We must transition from analyzing the crisis to executing a "Survival Redesign"—activating a new planetary social operating system.

2. Embedding Planetary Boundaries into an Algorithmically Managed Economy

We propose a cold, objective departure from the modern growth-obsessed paradigm. We must fundamentally hardcode Planetary Boundaries and ecological constraints directly into the core architecture of our economic systems. The global economy must shift from market-driven extraction to an algorithmically managed economic model that guides a deliberate, stabilized reduction of material and energy throughput (Managed Degrowth). By treating the Earth's biophysical limits as non-negotiable absolute parameters within the system's code, we can prevent ecological collapse while ensuring baseline human well-being.

3. Shifting from Flow to Stock-Based Economic Resolution

To fund this transition and protect vulnerable populations, we must shift from flow-based market mechanisms to a Stock-Based Resolution. We urge the Club of Rome to advocate for a Cumulative CO2 Responsibility Tax levied directly on historical corporate and wealthy accumulated assets (dirty assets). Shifting the tax base from current livelihood-sustaining economic flows to historical carbon debts is the only logical method to fund global civilizational safeguards.

4. Institutionalizing a Youth-Led Global Citizens' Congress

Resolving complex, multi-layered existential threats—such as global ecological collapse, sustainable economic re-engineering, and the governance of AGI (Artificial General Intelligence) tail risks—demands an all-out effort mobilizing the deepest human expertise. However, to bypass the gridlock of elite-driven bureaucratic institutions, the ultimate decision-making and voting power must be institutionalized within a Global Citizens' Congress led by youth aged 15–35. By granting final authority to the generation with the greatest stake in the future, we guarantee a governance model that refuses half-hearted political compromises. Experts will actively co-drive this process, bridging advanced scientific exploration with radical democratic choice.

5. Demand for a Global Emergency Declaration

We call upon the Club of Rome to leverage its historic authority to demand an immediate "Global Emergency Declaration" from international leadership, explicitly stating the imminent collapse of modern civilizational systems under the current trajectory. The time for observation is over. The time for structural re-engineering is now. Read the full specification sheet here: 👇
