Many owners of larger fleets have cars that are used very little. By replacing them with different types of sharing services, both costs and climate impact are reduced. In Bergen, Norway, car sharing plays a key role in the city's aggressive climate change.
The climate impact from transport must be reduced by as much as 75% by 2030 – tougher than Sweden's world-leading 2030 target! Bergen will reach its climate goal with the help of fewer cars and reduced car ownership, and a transition to becoming a more compact and walkable city. The climate impact from the municipality's own vehicles must be reduced by 75 percent by 2030, when the own car fleet must also have been reduced by a fifth - despite the municipality's growth. At the same time, the use of private cars in the service must be halved.
When the municipality took inventory of its vehicle fleet of 1,020 cars, they discovered that many are used extremely little; well over 90 percent of the time they sit unused and unwanted. Bergen replaced these cars with car sharing, which is used by over 50 municipal administrations, with a total of nearly 15,000 bookings and well over 500,000 kilometers driven. Since almost all shared cars are electric, the climate impact from the municipality's own cars is greatly reduced, while operating costs drop.
But the biggest profit occurs when the municipality does not use the cars. They are then rented out to municipal residents, who thus have access to good, new electric cars especially in the evenings and weekends. It quickly became a success, with five percent of the municipality's residents as car pool members. Bergen now has three car pools with 700 cars - in addition to "neighbor cars" that are shared between neighbors, "friend cars" that friends own or lease together, as well as various types of car subscriptions.
The city has reserved 221 parking spaces exclusively for car sharing and granted 180 special zone permits so that the car sharing cars can be picked up and left in residential areas where other cars are not allowed to park. This, along with some serious marketing, has put Bergen on the car sharing map; Copenhagen and Stockholm recently met Bergen to learn more.
The climate benefit of carpools is greater than just that so many people now drive shared electric cars; Bergen's follow-up shows that those who are part of a car pool walk and cycle more than twice as much as the general population, which is reinforced by the municipality's walking and cycling strategy. Almost half of those who are part of the car pool have completely refrained from buying a car and 25 percent have liquidated their car ownership. It also becomes less crowded on Bergen's streets; Norwegian TÖI calculates that each carpool car replaces 10-15 private cars.
