Azerbaijan, set to host the Cop29 global climate summit, is planning to significantly increase its fossil gas production over the next decade, raising annual output from 37 billion cubic meters to 49 billion by 2033. Despite the urgency of climate action highlighted by scientists and organizations like the International Energy Agency, Azerbaijan's state-owned oil and gas company, Socar, has largely focused its investments on fossil fuel projects, with 97% of its capital expenditure directed there in 2023. The country’s climate action plan has been criticized for being “critically insufficient,” and human rights abuses have been reported, raising concerns about the integrity of the upcoming negotiations.
The involvement of a state heavily invested in fossil fuel production in climate negotiations raises doubt about the sincerity of its commitments to reducing emissions and advancing genuine environmental initiatives. Without a shift in priorities, the effectiveness of the Cop29 summit may be compromised.
