In thr opening remarks of Simon Stiell, Executive UN CCC called for action without any further delay. He compared the Paris Agreement with engineering drawing that is now ready for implementation in the real field. His to do list for implementation includes:
Designing Climate finance with new goals
Completing draft with quantifiable actions from current zero draft state
Arranging new grant for developing nations, SID and LDC, concessional
Preparing powerful blueprint in NDC ( Nationally Determined Contribution) 3.0 and NAPCCs (National Action Plan for Climate Change)
Creating vibrant carbon markets under NAPCC and NDC3 version 3
Re-igniting climate ambitions in NAPCCs, till now only 57 countries have prepared NDC, rest of countries are appealed to finish it by 2025 to ensure implementation by 2030
Ensuring transparent BUR (Biennual Update Report) preparation
Investment and funding of donors for scalable actions
Cover all GHGs (Greenhouse Gases) in mitigation programmes
Ensure equity and equitable share in just transition
He mentioned that UNCCC has increased budget provisions by 20% more mandated sessions in response to the requests of parties. He emphasized building trust and maintaining respectable differences. All are essential ingredients for success in climate battle. It is not easy to breakdown an extremely complex task to a list of actionable points. By doing this Executive Secretary has led the pathways for the parties. It is also going to help the climate community to observe how the work is advancing in different directions and how decision makers can be pursued for actions. There is no point in wasting time.
