It's important to remember that big oil is going to push hydrogen because they can score big on hydrogen "refineries." These large distillation and delivery systems are generally unnecessary if the distillation process takes place in-situ or in place, like water tank distiller and fuel cell. While the large distilling operations will increase CO2 a small system in-situ will only have oxygen as an emission. The car manufacturers don't want to change the recognizable contours of cars and SUVs and will accept the environmental tradeoff in order to maintain the shape of our cars.
