A state-sponsored environmental crime: Brazil sinks an aircraft carrier in the Atlantic Ocean despite pollution risk

Brazil has sunk a decommissioned aircraft carrier in the Atlantic Ocean despite pollution risk! In fact, the warship is packed with asbestos, heavy metals, and other toxic materials that could leach into the water and pollute marine biodiversity! This has been described as a "state-sponsored environmental crime".
The decision to sink the very old aircraft carrier “Sao Paulo” came after Brazilian authorities had tried in vain to find a port willing to welcome the vessel, due to its “high risk” to the environment. How could they think that sinking in the ocean a boat with a too "high risk to the environment" to be welcomed in a port, will not represent any risk to the environment? Please, help me understand the logic behind this!
According to the defense ministry statement, the area selected for the sinking was identified as the "safest location". How could it be?? And how could Lula let this happen?
