State must find storage for rainwater.
County and national governments should put in place measures and ways of harvesting the rain water.
• In most counties in Northern Kenya, floods have displaced people and killed livestock that survived drought.
The rainwater, if harvested, will help farmers throughout the season for both crops and livestock during drought.
• The flood waters should be put to good use.

Its sad that some parts of the country people are like floods!floods!. While in other parts there is drought and famine.That water should have been harvested and we would save people from both floods and drought.
