Shipping oil and chemicals through a war zone

Penalties should be imposed for companies shipping toxic chemicals through hostile waters. It's bad enough having giant tankers laden with oil or chemicals travelling through our oceans but going through waters where there is active hostility and targeting seems a ludicrous decision. Added to this the tanker was already leaching fertiliser into the sea! Where are the regulations to control and monitor shipping?               How careless is the UK government in this case? Not only are you endangering the sea, the animals there and the people of these areas, you're putting us all at risk of exposure if and when oil spills in such areas occur.
