Penalties should be imposed for companies shipping toxic chemicals through hostile waters. It's bad enough having giant tankers laden with oil or chemicals travelling through our oceans but going through waters where there is active hostility and targeting seems a ludicrous decision. Added to this the tanker was already leaching fertiliser into the sea! Where are the regulations to control and monitor shipping?
