Sweden: New survey - "Companies are ready to pay more for transport - for the sake of the climate"

Swedish companies have become more willing to accept policy measures that mean increased costs if they reduce the climate impact from freight transport, write researchers from Chalmers, University of Gothenburg and IVL. More and more transport purchasing companies accept a higher transport price to reduce their climate impact. At the same time, the companies believe that control measures are important to reduce the climate impact from freight transport. This is shown by a new survey from Chalmers, the University of Gothenburg and the IVL Swedish Environmental Institute. Now politics needs to introduce effective policy instruments that reinforce that development. Climate emissions from heavy road traffic decreased by a modest 0.9 percent in 2022. This at the same time as emissions from road traffic as a whole decreased by five percent. One reason for the big difference is that electrification is slower for the trucks. Last year, only two percent of the share of newly registered trucks were electric. According to a calculation from the IVL Swedish Environmental Institute, today's policy instruments are not enough to reach Sweden's climate goal of a 70 percent reduction in greenhouse gas emissions from domestic transport by 2030 compared to the 2010 level. Instead, emissions need to be reduced by a further ten percent per year. The means of control are changing, for example the government and the Sweden Democrats have plans to reduce the reduction obligation, which risks leading to the necessary emission reduction not being reached. The development speaks both to the unreasonableness of making large downward adjustments in the reduction obligation, and to the fact that new control measures are also required to tackle the climate impact of transport. It is important that the latter does not only focus on biofuels, as access to sustainably produced biofuels is, and will continue to be, limited. The percentage of companies that state that they pay a higher price for one of their transport solutions to have a lower climate impact has increased from 19 to 37 percent between 2020 and 2022. A positive trend is that both the ambition and the willingness to pay to reduce the climate impact of freight transport are increasing among Swedish companies. During the 2000s, the number of companies that adopted scientifically set climate targets increased sharply, and so far there are 134 Swedish companies that have had their climate targets approved by SBTI (Science Based Targets initiative). Since 2012, Chalmers University of Technology, the University of Gothenburg and the IVL Swedish Environmental Institute have followed the development of medium-sized and large transport-buying industrial companies in Sweden in the so-called Transport Purchase Panel. The latest large survey with roughly 150 participating companies now shows that the willingness to pay has increased significantly. The percentage of companies stating that they would pay a higher price for one of their transport solutions to have a lower climate impact has increased from 19 to 37 percent between 2020 and 2022.
