French President Emmanuel Macron hopes to convince Joe Biden to amend his Inflation Reduction Act (the major plan to decarbonize the American economy). Why that? Well, national interests. The Inflation Reduction Act adopted this summer by the U.S. Congress represents the most significant ecological transition effort ever made by the United States. The text provides that 370 billion dollars (that is, as many euros) of the 430 billion dollars of public investments planned over ten years will be directly directed towards reducing greenhouse gas emissions by 50-52% by 2030 (compared to 2005). The text provides for numerous subsidies or tax credits for households and businesses that install solar panels, renovate buildings or buy electric vehicles. Investments related to renewable energy, carbon storage, "green" hydrogen, or nuclear production are also targeted by tax credits. The problem for Europe is that most of these provisions are accompanied by incentives for products manufactured in the United States: tax credits for the production of low-carbon electricity include a 10% bonus if at least 40% of the value of the equipment is of American origin. The ecological transition shouldn't be undermined by national economical interests!!! What do you think?
