Choosing to save one owl species

It is sad to be given up on.The federal government has made a decision to save the vulnerable spotted owl whose population has gone down over the years. They think killing all the others is the only option to save one, but I think they could have chosen another alternative. What happens when the other owls population goes down??will they repeat the same cycle of killing??If food is the problem, where by the invasive owl and the spotted owl compete for food, that could be solved easily.Could the invasive owls be captured and placed in safe reserves???https://www.washingtonpost.com/climate-environment/2024/07/09/barred-spotted-owl-plan-kill/
