I would be cautious to centralize to single point at global level. Open Data and Open Science make data available to many. Eg satellite data. Fast action is local action. Keep signal and response loop short. AFAIK many countries have good experiences with national and regional Monitoring, Alert & Rescue services. Keep it as small and simple as possible. Getting global alignment and global coordination of action has been very slow so far. The bigger the project, the lower the success rate.
