The Biden administration accelerates climate funding as Trump vows to revoke unused funds.

The Biden administration is moving quickly to distribute climate-related funds from the Inflation Reduction Act (IRA), ahead of potential threats from Donald Trump, who has pledged to rescind any unspent money if he wins the 2024 election. So far, the administration has allocated $90 billion, representing 70% of the IRA’s climate-focused grants. Another $15 billion may be awarded soon, with the aim of securing most funds before the next presidential term begins.
The IRA is the largest climate law in U.S. history, valued at over $400 billion, with provisions supporting clean energy projects like electric vehicles, solar plants, and wind farms. Biden’s team is focused on ensuring the funds are spent “as quickly and equitably as possible” to make it difficult for any future administration to claw them back.
Trump has repeatedly criticized the IRA, calling climate change a hoax, and has vowed to cancel all unspent climate-related funds if elected. However, legal experts argue that such actions would face significant legal challenges, as the Impoundment Control Act limits a president’s ability to withhold or reallocate funds already appropriated by Congress.
