What’s Azerbaijan’s agenda for COP29?

COP29 will be hosted in Baku, Azerbaijan.


Every year, representatives from around the globe convene at the UN Climate Change Conference to discuss progress and negotiate strategies. This year, the 29th Conference of the Parties (COP29) will be held from November 11 to 22 in Baku, Azerbaijan, and the world is waiting to find out if it will deliver the critical action needed to mitigate the climate crisis.

Our first indication comes from the COP29 Presidency, who has just published nine Declarations and Pledges as part of its Action Agenda for the conference. According to a press release, “while not part of the official negotiations, these Declarations and Pledges aim to catalyse action and ambition across all sectors of society.”

As a first orientation for stakeholders, the Action Agenda is promising. The Declarations and Pledges consist of calls to:
  • Pause conflicts during the conference “to reduce emissions from military activities and promote global peace.”
  • Expand energy storage to six times above 2022 capacity and add or refurbish 25 million kilometres of grid connections.
  • Designate “green energy zones and corridors” to promote investment in and deployment of clean energy technologies.
  • Establish guiding principles to scale up the global clean hydrogen market.
  • Accelerate digitalization and reduce emissions from the IT sector.
  • Bring waste and food systems in line with 1.5° of warming by reducing methane emissions.
  • Improve cooperation to address climate challenges facing cities.
  • Create targets to promote sustainable practices and reduce emissions in the tourism sector.
  • Align approaches regarding national water-related mitigation and adaptation policies.

Mukhtar Babayev, Azerbaijan's Minister of Ecology and Natural Resources, is the COP29 President-Designate.

As previously mentioned, these items are not official topics of negotiation, let alone agreed-upon courses of action. Nevertheless, they may serve an important role by setting the stage and highlighting key areas where progress is essential.

Ultimately, the success of COP29 will depend not just on diplomatic agreements, but on the ability of all stakeholders to transform these pledges into tangible actions that drive meaningful change. As the conference unfolds, the world will be watching to see if leaders can rise to the occasion and deliver solutions that match the scale of the crisis.
